Surfers Against Sewage says that every day 8 million pieces of plastic find their way into the oceans.
That inspired campaigner Samuel Almond to petition the council to take action. He wants local businesses to stop providing one-use plastics such as straws, cups and cutlery.
But retailers are worried about the financial impact it will have on them and their customers.
So far 916 people have signed the petition. 1000 signatures are needed to be debated by council.
