Bournemouth, Christchurch and Poole Council (BCP) are set to discuss a change to the current blanket fine for fly tipping that is £1,000.
The proposed changes would mean that residents who leave items outside a residential property would need to pay £300.
Those who cause a serious obstruction would be fined £600.
A serious obstruction is classed as leaving less than 1.2m of space for people to pass.
The proposal however does say that £1,000 fine will not be completely forgotten.
Wednesday 5th Feburary is the set date for the councillors to discuss these changes.
